Anyone know/have a plausible theory on the origins of the phrase "dead dog party"?

I always thought it had to do with the Sea Dogs having an after hours party at ren faire...
... although there seems to be a lot of pages linking Dead Dogs to the start of the Black Plague...
... but I got nothing, really. Sorry.
